Is there a charge for grass and leaves (yard waste)?

Grass and leaves can be taken to the compost pile free of charge.  All bags must be emptied and taken home for disposal.

Do incoming loads have to be tarped or covered?

The Commission has had a covered load policy since July 2004. All loads coming to the landfill must be completely covered or strapped down with the end gate in the upright position. The policy includes trees. This is to prevent materials from blowing out or falling out of the vehicle or trailer. The fee starting on May 1, 2017 will be as follows:

  • Any individual with a load not covered or strapped down will be charged an additional $25 fee in addition to the landfill charge.
  • Any commercial customer with a load not covered or strapped down will be charged an additional $100 fee in addition to the landfill charge. [View Press Release]

How do I properly dispose of televisions and computer monitors?

TVs and monitors can be recycled at the recycling center for $10 regardless of size.  The hard drive, keyboard, and mouse are free.

More information is available under “Landfill”.

What do I do with paint?

Look at the label on the can of paint to see if it is a latex or oil-based paint.  Latex paint uses soap and water for cleanup.

You can dispose of latex paint by mixing it with kitty litter or oil-dry.  Once the paint is dry, take the lid off and throw it in with your garbage.

If it is oil-based paint, bring it to the recycling center where it will be treated as hazardous waste at no charge (if it is from a household).

Where are the recycling trailers located in Carroll?

The recycling trailers are located on the East side of Bomgaars (715 Lincoln Hwy, Carroll, IA).
