What is a hazardous waste?
A hazardous waste is any solid, liquid, or contained gas that is being disposed of, burned, or recycled, and that is known to be harmful to the human health and the environment when not managed properly. Hazardous waste in Carroll County comes from: Households or Business and Commercial places.
Household Hazardous Waste
Household hazardous waste is accepted free of charge during normal business hours.
Accepted wastes include: aerosol cans, antifreeze, cleaners, fertilizers, floor car products, glues, gasoline, kerosene, oil based paint, oven cleaner, paint thinner and remover, pesticides, pool chemicals, roofing tar, rust removers, sharps, stains, and varnishes.
Nonaccepted wastes include: ammunition/explosives, asbestos, radioactive materials, fire extinguishers, non-hazardous waste, empty containers, and propane tanks.
Latex paint is not a hazardous waste. You can dispose of latex paint by mixing it with kitty litter or oil dry. Once the paint is dry, take the lid off and throw it in with your garbage.

Business and Commercial Hazardous
Waste
The Commission can also accept hazardous waste from businesses in
Carroll County that produce small amounts of hazardous waste. These
businesses are called CESQG which in an acronym, from the Environmental
Protection Agency, meaning Conditionally Exempt Small Quantity Generator.
A hazardous waste is any solid, liquid, or contained
gas that is being disposed of, burned, or recycled, and that is
known to be harmful to the human health and the environment when
not managed properly.
There are three basic requirements to be eligible
to participate in the CESQG program:
- Your business cannot produce more than 220
lbs of hazardous waste per month. This is approximately ½
of a 50-gallon drum, four 5-gallon buckets, OR 20 one-gallon cans.
- Your business cannot store over 2,200 lbs of
hazardous waste on site at one time.
- Your business cannot contain more than 2.2
lbs of acutely hazardous waste at any time. This is an approximately
one quart of hazardous material. Acutely hazardous wastes can
be found listed on the EPA P-list.
If your business meets the requirements of a CESQG,
then:
- Call the Commission's office at 792-5001 to
get the paperwork that is completed by the business. Fax or mail
the completed forms back to the Commission. The business will
then be entered into the computer.
- The Commission will call the business to schedule
an appointment for delivery of the hazardous waste.
- Upon delivery, the waste is weighed and an
invoice in generated showing the weight of each type of hazardous
waste along with the price for disposal.
- The business signs the invoice and forwards
payment to the Contractor, Metro Waste Authority.
